Each user account that used delegated pemrissions needs to consent (e.g. grant) permissions to the application. Did you try and click the Grant Permissions button in the Azure portal? The error message does not indicate that this is the issue but it is worth a try to see if granting permissions to all users will solve the problem.

We are trying to embed PowerBI reports into our Web Application to share with external customers. We are following the App Owns Data samples. The workspace is setup with dedicated capacity. It's all working using my personal username/password to authenticate and get an embed token but it fails when we try to use the "ReportingApp" user account we created for this purpose. The "ReportingApp" account has an O365 E1 license and a PowerBI pro license and is set as an Admin of the O365 Group/Workspace but the API returns "Forbidden"

"code":"InvalidRequest","message":"Only group admin can embed group content"

We have removed the "ReportingApp" user from the O365 Group and re-added and waited several hours with no change.

What else could be the problem?

The permissions were granted in AAD "Required Permissions" using the "Grant Permissions" option. Doesn't that eliminate the need for each user to grant permissions individually?
