Power BI Embedding Using Premium Without Azure

My organization has Premium, will I still need to buy capacity through Azure to embed reports? I would like to embed where the user does not have to log in(App Owns Data). I have been working with the Github code here https://github.com/microsoft/powerbi-developer-samples and I was able to get User Owns Data working.
