Custom Visuals based on Clustered bar chart

Is it possible to create custom visuals based on existing visuals, which is exactly same as Clustered bar chart but I want to do some conditional formatting for the values as below (if 50% of the target is achieved then green or if less than 50% of the target then red)

The source code is not public and there is no easy way. You may leave a comment and vote this idea up.
