Guys, I have a little doubt.
The client I'm working on asked that employees who did not have the Pro license (Power BI) could access a specific report that I developed.
Looking for and analyzing the forums, the solution I found was to use the PowerBIEmbedded_AppOwnsData examples. It's working perfectly (I'm using only a pro license as a master user).
The question is: Does the client need an embedded license for this procedure? Or is there any other way to make this provision available to non-users?

No, the client does not need the embedded licnese.

Do I still have to buy Power BI Premium to get access to Power BI Embedded?

No, Power BI Embedded includes the Azure based capacity that you need to deploy and distribute your solution to customers.
