Equivalent of Tableau LOOKUP with FIRST() in PowerBI

Hi All, I'm very nw to dashboarding and need to do some migration from tableau to PowerBI.

Can someone tell me the PowerBI equivalent of this kind of tableau query LOOKUP(count(Column),FIRST()) .

1. Sample data as text, use the table tool in the editing bar
2. Expected output from sample data
3. Explanation in words of how to get from 1. to 2.
