New table with measures values

Hi,

I am able to create new table as filtering below

Feb Table = filter(Legal_Table,Legal_Table[YearMth]="2019FEB")

but if I am filtering the same with Measure, its not giving any result.

Feb Table = filter(Legal_Table,Legal_Table[YearMth]='All Measures'[Measure])

My measure is

'All Measures'[Measure]) = Concatenate(Year,Month).

Please help me how to pass measure!
