Calculating Sum with multiple conditions

Hi everybody, I have to calculate the total value of some repairs, but based in some conditons.

For the car plate (colums DescPlaca), I have to check if two checklists were done, [Desmobilização] Entrada Reparo and [Desmobilização] Saída reparo, so, if in DescQuestionario, I have [Desmobilização] Entrada Reparo and [Desmobilização] Saída, I have to sum the value of answer to the question Valor total dos serviços realizados pela oficina (in this case, R$1380,00. And also the answer of Valor total do orçamento enviado ao cliente (R$ 290,00).
How can I build a Dax to check this for hundreds of plates?

In a nuthsell, what are the conditions:
The plate has [Desmobilização] Entrada Reparo and [Desmobilização] Saida Reparo in DescQuestionario Column?
If yes, Sum DescResposta, if DescQuestao is Valor total dos serviços realizados pela oficina.
It the plate does not have both [Desmobilização} Entrada and Saída Reparo, don't sum.

Please show the expected outcome based on the sample data you provided. Screenshots of the expected outcome are ok.
