Exact behaviour of USERPRINCIPALNAME

According to the documentation (https://docs.microsoft.com/en-us/dax/userprincipalname-function-dax) the USERPRINCIPALNAME function returns "The userprincipalname at connection time".

What does this mean for users which do not have a UPN claim? (e.g. guest users and EOTP users)

We've noticed that for the users we've looked at it seems to be falling back to the "name" claim, but we don't know if this behaviour can be relied upon.
