status of rental items based on 3 measures

Good afternoon, this seems like an easy task but my data is complicated so struggling.

Relationships:

Inventory:

I need to return status of inventory item ID by:

Delivery Ticket Number from "Delivery Ticket" if "Rental Stop Date" AND "Item Last Return Date" from "Delivery Ticket Detail" is blank AND after 1/1/2024
"Out on Work Order" if item last status contains the words "Out on Work Order .."
Return available if either of the criteria above is false

I cannot use "item last status" for all situations due to it returning the status of the last transaction completed in inventory which is not always the most recent status; therefore, the last 2 columns need deleted.
