how to count total conditional measures in a card visual?

I'm stuck trying to figure out a DAX measure for a card visual that used to work in a single table model but can't figure it out in a converted star schema model. Context filters aren't being maintained: not sure how to count the number of "No's" as users make filter selections.

You may want to spend some more time on refactoring your code and data model. I cleaned it up a little bit. Check the functionality, should be ok now.
