Average Calculation Error

I want to calculate the risk factor based on the following formula:

IF(RTQ Ratio<= Role's Average,0,(RTQ Ratio/Role's Average )-1)*0.20

As per the above attachment the total average should be calculated as per dates filtered for e.g for 15th May 2023 the RTQ Ratio for CSR was 0.01 and if I choose a CSR-Arora, Nishi her RTQ Ratio is 0.15 so as per the calculation it should be:((0.15/0.01)-1)*0.20

The formula for RTQ Ratio was a measure:

Divide(SUM(data[RTQ],SUM(data[Presented]))

I'm not able to get the right calculation for this problem and need assistance.
