(2nd Last Week of 2nd Last Month) Time Intelligence Help Needed

I need to calculate the forecast for the 2nd Last week of the 2nd Last Month. I'm figuring out the forecast for June; now, I'm calculating the estimates for June in April and May. The calculation for April should look at week 8, which is February 2nd last month. The column that tells me when I have calculated the forecast is "Standpoint," and for which month/week is the "time index." Please take a look at the picture if you still need clarification.
