How to read the complex structured data from Excel - Dynamic column name changes

Hi, I have a requirement to build a dashboard out of the below-strucutred data in an Excel file. My requirement is to change/transform this data into a standard table structured form then I can build the dashboard out of it. But here the problem is the name/Positions can be added or removed frequently. So the structure may keep on changing. How to handle it dynamically. Each time I get errors in the dataset when the file is updated.

Appreciate any input on this requirement either through M-query or DAX.

Please provide sanitized sample data that fully covers your issue. If you paste the data into a table in your post or use one of the file services it will be easier to assist you. I cannot use screenshots of your source data.

Please show the expected outcome based on the sample data you provided. Screenshots of the expected outcome are ok.
