Matrix row and sub row totals problem

I cannot figure out how to create a matrix visual summary similar to Table 1 using my three data sources as shown below.

I currently have the matrix visual structured as follow and I end up with the cost of the program repeated for the cost of each project. I've turned off "stepped layout" under "row headers".

Rows:

ProgramID
Program Name
ProjectID
Project Name

Values:

Max of Program Cost

Any input would be much appreciated!

Hello,

I am not sure that it is possible to build such structure as you showed in the example.

Matrix visual is about showing of intersections like on a picture below:

However you can use DAX to build structure that you look for and use usual Table visual then.
