why interaction work only in one direction? Same code in other pbix file work like expected, but here not work, why?

_Stock = IF ( ISFILTERED ( 'Category'[short] ), CALCULATE ( [_EUR, end], FILTER ( VALUES ( 'pre_kod BRIDGE'[PRE_KOD] ), COUNTROWS ( FILTER ( 'Category', [_categories]='Category'[short] ) ) > 0 ) ) )

The context of this measure contains pre_kod BRIDGE'[PRE_KOD] columns, and there is no relationship between the pre_kod BRIDGE table and Category table. The context environment will affect measure, while the actual column will not be affected by selecting measure.

V-lianl-msft other PBI files have same structure and relation, and work well
