Sometimes the organization IT Admin will block from sharing the reports outside of the organization.
Check with your team whether it was disabled.
If disabled ask them to enable the feature, so that you would be able to share the reports outside your organization.
We can only share outside the organization if we have this feature enabled inside the admin portal. Under the Tenant settings your Power BI admin will have the ability to Share content with External users.
