Do you use Power BI Desktop October release? I am unable to reproduce this issue in this version of Power BI.

Instead of spliting column in Power BI Desktop query editor, you can create date and time columns using DAX. After creating the columns, change data type of Date column to Date, and change data type of Time column to Time.

Date = Table[TRANSFER_DATE].[Date]

Time = TIMEVALUE(Table[TRANSFER_DATE])
