Fix conditional formatting of data labels

I have a measure, formatted as a percentage. When I colour the data labels using rules, with that field selected, it colours the column at 60%, when it should only trigger on 0%. Can you fix this ple...

Hi Anonymous ,

 

According to the reply from product group, this issue is by design.

 

Percent" Rules are dynamic and relative to the visual's data range. For example, if min data is zero and max is 80%. So, 80% is the max, and for the "Percent" Rule type, this is considered "100 Percent" or MAX. If you want to set specific numeric rules, not dynamic ones, use "Number" type.
