You can't use the Color Saturation feature in your bubble chart if you're already using a legend. I see no reason why you couldn't use both - you could keep the legend colors the original color (100%...

When you use Legend for Scatter chart, each legend will be defined with different colors (under Format Pane – Data colors).
When you use Color saturation for it, Diverging will be available (under Format Pane – Data colors).
These two color settings are two different ways of customizing color.
