Border Formatting on Visuals Broken for RGB

Conditional formatting of borders is not working for measures that define colours by RGB.

Works for HEX or explicitly chosen.

See attached PBIX.

    Your issue should be fixed for the September release of desktop. October at the latest if it doesn't make the fork .
