Hi support, Its my first time here. I need help.
This whole day I spent trying to share my reports to non power BI users. I ended up purchasing power BI premium hoping to archieve this. But I still cannot publish to the web, it says admin needs to enable publishing.
As our power BI admin, I have tried going under admin portal and it does not seem to give me the tenants settings. Does anyone know how to go about resolving this issue. Thank you.

May I know whether you have created a capacity and move the report workspace to this capacity after you purchase Premium? What’s your role in this report workspace? Are you an Admin, Member or Contributor of it?
How you publish your report? You mean the option of publish to web? As an Power BI service or global admin, if you would like to enable or disable the feature of publish to web, you could do it as the screenshot displayed. For more details about publish to web, you may refer to Publish to web from Power BI - Power BI | Microsoft Docs.
