Visual filters should apply before cardinality limits on charts
When a visual-level filter (including Top N rank filters) is applied to a high-cardinality legend field, Power BI hits the cardinality limit before evaluating the filter, causing alphabetical truncation instead of the expected filtered results. The filter should reduce the legend first, then apply the cardinality limit.
