User facing time discrepancy while published to services, Power BI desktop works fine

Hi Team,

The user have a tile in visualization/report to show when the report has been refreshed, user has created a DAX query to get the time over there. But he is facing discrepancy on the services, on the PBI desktop last refresh time sows correct however on the services when he refreshes the time shows behind the actual time.  

It is not optimal way to create dax query and use in 100s of report.

So please consider the required changes in future developent at the top most priority.
