Let the developers enable or disable tooltips with a button functionality on Apps/Dashboards/Reports. At times tooltips become nuisance during presentation, especially with larger data sets
I would clarify that the end user of the report should be able to disable ToolTips for the same reason that the original submitter said. Tooltips can be very distracting and take a way from a presentation where you are using the mouse to point out data points. Adding an option to suppress tooltips but when suppressed they show up as an option (i.e. "Show Tooltip") when the user right clicks would allow smooth presentations and still provide full visibility to the tooltips on demand.
