It would be great to add functionality in the designer to create custom maps with custom shapes apart from the default map which provides countries and regions.
You can enable the ShapeMap visual that is currently in preview in Power BI Desktop. Go to File > Options > Preview features to enable it. With this visual, you can upload your own custom map via a geoJSON file.
