Upgrade or remove Power BI rest API limitations based on license upgrade from pro to premium

Not entirely sure I subscribe to the suggested solution of removing this limitation just for premium users but I'm definitely interested in removing the restriction. Why can't we simply query table names, column names, and other simple information via the REST API?
Our use case is to govern which datasets include which types of data (notably PII data). Note that we don't care about getting row information, just column names from tables.
Perhaps limiting it to the Admin API might be a suitable solution.
