Remove content pack from Microsoft AppSource without deleting

As we migrate from content packs to apps, it would be nice to prevent users from downloading/getting content packs. Give us the option to remove content packs from the store without deleting the content pack. This will allow people to continue using reports from content packs but prevent additional downloads of the content packs. We need this option because we can't delete a content pack because it will delete the reports from ALL workspaces where the content pack was downloaded/consumed.
