Refresh completion progress bar and pbix upload progress bar enable

HI Team,

Currently in Power BI service , there is no simple way to track how much % dataset refresh is completed if it is triggered from service manually or by any schedule. Sometime due to gateway issue refresh used to get stuck and it keep on refreshing without any progress. This lead to create confusion whether Dataset is going to refresh or not.

Same applicable for uploading the pbix in Power BI service from desktop tool as well. Consider a scenario where dataset is too large and without knowing the progress % upload , again it is too confusing whether it is uploading or not. Sometime due to connection error , upload will fail as well.

Hence requesting you to enable progress bar mechanism for above 2 scenario.

1. Refresh completion % progress bar.
2. Pbix upload % progress bar.
