It's annoying enough when the editor decides that your commented out code is in fact a comment on a step, and adds unrelated tooltips.
Perhaps the solution is to use the standard set by code documentation generators:
/* Normal comment */
/** Documentation comment */
This would let the developer choose to associate a comment with the next step, which would turn on behaviours such as the tooltip icon and removing it with the step.
