Allow the Power BI admin role to access the Power Platform admin portal. This will allow the Power BI admin to see all data gateways used in an organization.
If you have access to https://web.powerapps.com/ you can manage Data Gateway at more granular level (Can use, Can use+share, Admin) without getting O365 Admin access.
