I was looking at this today an surprised after few years this wasn't moving at all. Still the only way of doing it is via ODBC connection which brings a lot of limitation.
Considering this comes in as standard from ADF (Enabling always encrypted column in Azure SQL Database connectors) why not enable the same on Power BI.
