Notification on data refresh failure using refresh-API as Service Principal

Calling the REST API to refresh a dataset as a Service Principal currently does not trigger the following mail notification options:

MailOnFailure and MailOnCompletion.

My suggestion is to further improve REST API refreshes by enabling these mail notifications when calling the refresh as a Service Principal.
