Allow users to check whether they want the expansion in Matrix to go Up or Down.

This is frequently needed.
Say, you have a matrix view with a hiearchy resembling a multi-level invoice:
Invoice RG-1234:
- 1000 screws: 10 Euro
- 500 nails: +5 Euro
- 200 connectors: +50 Euro
- Sum Materials: =155 Euro
- 2h workhours +100 Euro
- 1h installation +50 Euro
- Sum Personell: =150 Euro
- Waste disposal +50 Euro
- Cleaning fee +50 Euro
- call-out charge +50 Euro
- promo rebate -50 Euro
- Sum fixed costs: =100 Euro
- Net amount: =405 Euro
- +20% VAT +81 Euro
- Gross amount: =486 Euro
Obviously, there is a hierarchy with totals and sub-totals. However, you need to open the children on top of the parent level, not below.
Currently, this is not possible in Power BI.
