Yes, please make this happen. Given the increasing number of reprots and tabs within each report - we need a way to globally change formats. Themes are a great way of doing so, we just need a little help in getting there. As for themes - I would assume additional formatting options are forthcoming - especially for pages tagged as tool tips. Keep up the great work !
