Individual Data Label Positions

Ability to move labels individually, above, under, left, & right. Some line graphs have data points that may not uniformly be above or below a comparative line. For example one line maybe 3, 5, 4, 1, & 3 the 2nd or comparative line maybe 2, 4, 3, 4, & 2. The fourth number for each line, the 2nd line is higher than the 1st line. So I would like to be able to move the data point for that label to above and not the entire row.
