Including 'Skip Test Connection' field in Gateway REST API

Including 'Skip Test Connection' field in Gateway REST API to fetch gateway details. This will be particularly helpful for Power BI Admins to get values of skip test connection (whether is true or false) for all gateways, since, having test connection enabled is a more efficient way of monitoring if there are any gateway connectivity issues, so if the API fetches test connection values, admins can identify the connections which have currently disabled test connection and can modify such gateways to enable test connections.
