Import XML using ISO decimal separator

When importing XML-files all decimal values are parsed using the users current "Number format". (importing 26.12 when using Swedish numberformats) Please add option to import using the xsl-default value '.' (see section 3.2.3 Decimal in https://www.w3.org/TR/xmlschema-2/)
