Fabric Deployment Pipeline: Set Variable Library Active Value Set
When deploying a Variable Library using Fabric Deployment Pipeline, make it possible to set the active value set of the target workspace by using Deployment Rules.
Currently, we need to set the active value set manually in the workspace after deploying. This is cumbersome and error prone as we might forget to do it.

This would be a value add as currently the only way to update variable libraries during deployments is to manually update (error prone) or use Fabric APIs (additional development/processing).
