With Power BI Embedded, the charges begin as soon as the resource is provisioned. There are many times where a team wishes to provision the resource but not begin using it (and paying for it) immediately. Remembering to go pause the capacity is a second step which can be forgotten and result in unexpected charges. This feature request is to provide a capability to provision the embedded capacity in a way which limits the initial costs. Two options that come to mind are: 1) Create Paused - Provide a parameter in the ARM/CLI which allows the resource to be created in a Paused state 2) Other services like Databricks offer an auto-pause feature. Provide the ability to auto-pause the service after a specified period of time. A successful implementation will allow a user creating embedded using the Portal, ARM or CLI to create an embedded capacity which does not rack up unlimited charges on an ongoing basis.
