Assign one report and one data source to multiple workspaces

Right now I have a single report that I have to push to multiple workspaces based on who should have access to the particular workspace. (This group needs reports A, B, C while this group needs access to A, C, and Y.) My initial approach was to then create workspaces based on working groups and to push the individual reports to that workspace. This runs the risk of not only duplicating reports, but also has an impact on multiple data source pulls.
