allow testing alerts

In the "Manage 'alerts's" sidebar, there should be an option to instantly test the 'alerts'. Testing complicated flows that are triggered by Power BI 'alerts's can require a lot of back and forth testing between the two services and this process is slowed down by having to wait for the next hour or until the underlying data source changes.
