We should be able to create new measures when we are in the "Model" view. As for now we have to switch to "Report" to get the options to "New Measure", "New column" and "New quick measure".
When you develop a data set you often work mainly in the model view, building relations, hiding "base" measures etc. To build new calculated measures on top of those hidden measures forces you to switch back and forth between "Report" and "Model" all the time for no good reason.

I think what you were asking for is now implemented in the November 2022 release? Can it be closed?
