Add Notify Other contacts to API

"Send refresh failure notifications to" other contacts is not included in the API options for dataset refreshes and/or refresh schedule updates. It would make the API call far more robust to be able to set this with the API call (i.e. using service principals or service accounts to run the model refresh). Currently, the only way to use these options is through the UI in the service.
