add DuckDB package and Deltalake into the the default Python runtime

Estera Kot: Adding DuckDB via the LM feature will require us to maintain it, including bug fixes and security updates.

As for Delta Lake, the same maintenance requirements apply.

You can use the Library Management feature to add DuckDB if you require it.


Update as of Nov 27 - duck db has been added to the newest (runtime 1.2) runtime.
