Add the creation date of a DataSet to the REST API by getting a list of all datasets

- We have a security process requiring content creators to provide information on newly created datasets. Being able to filter datasets based on the creation date would make it easier than to scan the O365 audit logs for the corresponding event.
- other metadata that could be attached to the Dataset would also be useful, such as Tags. This would ease tracking and association logic from a ISV app to a dataset. Currently, I am having to use "convention" in the name of the dataset - ie tenant
