A DELAY function for Tooltip Desplay

There could be an option or a button that users can select regarding the tooltips, the button or the option could be a function that Delays the tooltip, or it turns it off, and users can select it as an ON or OFF option.

Sometimes the tooltip is big, and they are fast on appearing in windows, and users are unable to see the data shown in the dashboards because of the tooltip.  There are some options to create a Button as ON and OFF as an option but that requires using bookmarks and duplicating dashboards with HIDE and UNHIDE function.
