Super UserThe first requirement most likely clashes with the license conditions for Power BI Report Server. Don't you also have a Premium capacity?
I have hae SQL enterprise license which includes PowerBI report server, I'm talking here about on-premise PowerBI report server

While there are ways to expose Report Server content on the interwebs that is still limited to your company's users

If you truly want to give external users access to your reports then you need to look at Shared or Premium capacities.
