Slicer to Parameter Issue

I dont see completed date in your screenshot. It is ok. I saw you are using DAX, then try using ORDER BY [Date column] DESC.

Paginated reports are SSRS reports tuned for Power BI servers. so, it is old school. You need write explicitly.
If it is a sql data source, you can use
order by <col> desc
Note: Paginated reports / ssrs reports display the way they get the data outputted from the source. We need to explicitly specify the order.
It is not a sql data source as seen below.
The Power BI report explicitly shows the order of the slicer to be in descending order of dates. However, when this Power BI report is converted to a paginated report, then the paginated report automatically puts the parameter in ascending order of dates.
