Share Individual Reports to different customer

I have a client who have many customers(No PowerBI user), client want to share some reports to individual customer (so one customer don't see report/information about other customers). What is the best way to share the report to many customers? 

Sharing report through embeded code to website will show information about other customers too.

I did some research and found row level security is solution but in my case these customer may be end user who don't use power BI, they just care about report.
