Report server notifications to email
My concern is if the reporting service makes mail notifications when there is a data value above what one wants to read.

As you know, in Power BI, data alert functionality only applies to dashboard tiles. SSRS data alert is a supported feature in SharePoint Integrated mode. While Power BI report server is native mode, unfortunately, Power BI Report Servre doesn't support Data Alerts.
